🚤 How to register a boat in Spain – What does this mean? Welcome to the jungle.

🌍 Introduction — Welcome to the System

Registering a boat in Spain is not just an administrative step — it defines how, where, and under which conditions your vessel can operate.

The Spanish system is highly structured.

Every decision you make—usage, engine power, navigation zone—has legal, technical, and financial consequences.

This guide breaks it down into five core dimensions:

💰 Taxation
👤 Purpose of use
🔧 Technical classification
⛵ Licensing
🌍 Operational costs

👤 1. Purpose of Use — The Foundation

The first and most critical decision:

👉 Private or commercial use?

Spain classifies vessels into official “listas”:

ListUse CaseExampleLista 7Private useLeisure boatLista 6Commercial useCharter, sailing schoolLista 5Recreational fishingNon-commercial fishing

 💰 Tax Implications Boats < 8 m AND < 25 kW (Lista 7)Tax exempt (no matriculation tax)

  • Lista 6 (commercial) → ~12% tax on boat value

  • VAT (IVA) → always required proof

👉 This classification directly impacts your total cost structure.

🌍 2. Navigation Zones & Technical Classification

Spain defines 7 navigation zones (Real Decreto 339/2021):

ZoneDistanceTypical UseZone 1UnlimitedOcean crossingZone 2up to 60 NMOffshore cruisingZone 3up to 25 NMCoastalZone 4up to 12 NMRecreationalZone 5up to 5 NMDay tripsZone 6up to 2 NMSmall boats / jet skisZone 7Protected watersHarbors

⛵ CE Category → Defines Your Limits

CategoryConditionsZonesA (Ocean)> 4 m wavesZone 1–2B (Offshore)≤ 4 mZone 2–3C (Inshore)≤ 2 mZone 4–5D (Sheltered)≤ 0.5 mZone 6–7

  🔧 Boats Without CE (Pre-1998)

👉 Require a technical report (Informe técnico)
→ Determines allowed navigation zone
→ Defines mandatory safety equipment

🔧 Technical Inspection (ITB)

Mandatory for many boats:

Includes:

  • Hull integrity

  • Engine & electrical systems

  • Serial numbers

  • Safety compliance

⚠️ The Critical Threshold: 6 Meters

Under Real Decreto 339/2021 (Art. 10):

👉 NO ITB required if:

  • Length ≤ 6 m

  • Engine ≤ 15 HP

  • Operating in Zone 5

📏 Length Definition (Important)

“Eslora” = hull length only
❌ excludes:

  • engine

  • platform

  • rudder

(Standard: UNE-EN ISO 8666)

🔧 3. Engine Power — The Hidden Trigger

Engine power determines regulatory burden.

Key thresholds:

  • ≤ 15 HP + ≤ 6 m → No ITB (Zone 5)

15 HP OR > 6 m → ITB required

⚙️ Special Cases

  • Outboard engines → not part of length, but count for power

  • Multiple engines → total power counts

  • Electric engines → treated equivalently if used for propulsion

⛵ 4. License Requirements

Licensing depends on size, power, and zone.

🧠 Notes

  • Sailing boats > 6 m → license required

  • Entry license possible in one day

  • Higher licenses require:

    • exams

    • sea miles

💰 5. Marina Fees & Running Costs

Costs vary heavily by region:

RegionMonthly Cost (≤ 6 m)Costa Blanca€80 – €150Balearics€150 – €300Andalusia€60 – €130Canary Islands€50 – €120

Additional Costs

  • Insurance → from ~€50/year

  • Storage / maintenance → variable

  • ITB (every 5 years) → €300–600

Zone 7 (Protected Waters)

  • Life jacket per person

  • Bucket/pump

  • Mooring line

  • Anchor

  • Flashlight

Zone 6 (≤ 2 NM)

  • flares

  • navigation lights

  • foghorn

  • radar reflector

Zone 5 (≤ 5 NM)

  • compass

  • VHF radio

  • first aid kit

  • signaling equipment

Zone 4 (≤ 12 NM)

  • lifebuoy

  • rockets & smoke signals

  • charts & navigation tools

Zone 3 (≤ 25 NM)

  • life raft

  • fixed VHF

  • emergency supplies

Zone 2 (≤ 60 NM)

  • EPIRB

  • long-range communication

Zone 1 (Ocean)

  • logbook

  • redundant systems

  • SOLAS-certified life raft+

⚓ Appendix 2 — Practical Case Studies

Case 1

⛵ 5.8 m sailboat / 5 HP / Zone 4

  • ITB required

  • Full safety equipment

  • Limited license requirements

👉 Zone 5 only → no ITB

Case 2

⛵ 9.1 m sailboat / 20 HP / Zone 1

  • Capitán de Yate required

  • Full offshore equipment

  • ITB mandatory

Case 3

🚤 7 m motorboat / 150 HP / Zone 5

  • ITB required

  • PNB license minimum

Case 4

🚤 6.0 m / 15 HP / Zone 5

  • No ITB

  • Basic license sufficient

🚀 Final Takeaway

Registering a boat in Spain is not a formality.

It is a framework that defines your entire operational reality:

  • where you can sail

  • what equipment you need

  • what it costs

  • what licenses apply

👉 Small differences (6 m, 15 HP, zone choice) can change everything.
